4.4 Protection of diplomatic missions and consular posts
The federal and Land security agencies, acting within their relevant spheres of jurisdiction, are responsible for the protection of the diplomatic missions and consular posts in accordance with the Vienna Conventions on Diplomatic and Consular Relations. The security agencies conduct security assessments of their own accord and take the appropriate action to protect the premises on the basis of their evaluations.
If foreign missions in Berlin want security measures to be stepped up for particular events, such as receptions, etc., a corresponding request should be addressed in good time (at least two weeks in advance) by Note Verbale to the Federal Foreign Office (Division 701). The Note should include the following information:
- date, time, duration, venue and description of the event
- number and type of guests,
- contact person at the Embassy.
In urgent cases (acute heightened risk), the Note Verbale should in addition be sent in advance by email to 701-wm1@diplo.de, cc to 701-0@diplo.de, and outside regular office hours also to lagezentrum@diplo.de.
Depending on the specific situation, the local police station and/or the
Verbindungsstelle Diplomatische Einrichtungen der Polizei (Diplomatic Liaison Facility)
Königstraße 5
D-14163 Berlin
should (additionally) be informed by calling the usual numbers or by contacting them by
E-Mail diplo@polizei.berlin.de
If consular posts hold such events, they should address their requests for additional security to the State Chancellery (Staatskanzlei) or Senate Chancellery (Senatskanzlei) of the relevant Land, and, if there is a heightened risk, to the local police stations.
The police emergency number is 110.
