2.3.1 Couriers and the diplomatic bag
Article 27 of the VCDR
Article 35 of the VCCR
In principle, diplomatic and consular couriers must undergo the customary airport security checks of their person and their private luggage. However, they can refuse to undergo such checks, although this may result in the airline declining to transport them because of its own security regulations.
Couriers must carry an official document (Kurierausweis – courier pass) indicating their status and the number of packages constituting the diplomatic/consular bag. The packages must bear visible external marks identifying them as part of the diplomatic/consular bag.
